What is evil? When someone is harmed in an act designed to cause such harm, it seems reasonable to say that the act is evil from the person harmed's perspective. There are no absolutes here, if someone is harmed, the harm is an evil for them. Next let's ask what culture is. Culture is shared symbols - words and images in the main. We use these symbols to create an infrastructure of beliefs, opinions, ideas, and daily exchange between people.
